The expressway was built to give motorists a quicker route between Paekakariki and Ōtaki.
Some of the road has previously been replaced because water and discolouration began appearing on the surface.
Later in the year the NZTA revealed that 14 kilometres of the 18km, $630 million road needed to be resealed.
The expressway was opened in February 2017. A month later, it was already being described as a failure.
It was still springing leaks as repairs continued last year.
